Should I address a layoff in my cover letter?

I was in my previous position for 7 years and was terminated very unexpectedly in February, along with 9 other employees, due to a company "restructuring". I have been very active in the job search, and have refreshened my resume and cover letter but I have not had one single call for an interview. I'm wondering if my layoff has something to do with it - maybe prospective employers are assuming I was fired. Should I address this in my cover letter? I considered saying something like "My previous position came to an end due a company restructuring and I am eager to rejoin the workforce" but that just doesn't sound right. Any suggestions?
