Can the homeowners in a hoa community close down the hoa in there community with a vote?

can the home owners shut down the hoa in there community with some type of vote,if the hoa is no longer wanted or needed.or the hoa above the laws of the usa and the people are just doomed.there are a lot of people in my hoa community that was the orginal people who started the hoa,that believe the organization is not working and wish it closed.i am in wynchase crossing crandall tx.there must be a way to allow the citizens of my community to rejoin the usa and stop acting like communist.
